According to theoretical analysis results of methodological literature and experience on educational quality evaluation of different levels, the article considers a question concerning the necessity of following general principals and demands of municipal system of educational quality evaluation. It is stated, that in spite of evaluation system existence from institutional to federal levels, the development of evaluation system and educational quality management on municipal level should be based on quality as a fundamental element.
